Indiana Passes “Right to Work for Less” Bill
INDIANAPOLIS (AP) — Indiana‘s Republican-controlled House of Representatives cleared the way Wednesday to become the first right-to-work state in a traditionally union-heavy Rust Belt increasingly targeted by non-union foes.
The House voted 54-44 to make Indiana the nation’s 23rd right-to-work state after Democrats ended a periodic boycott which had stalled the measure for weeks. The measure is expected to face little opposition in Indiana’s Republican-controlled Senate and could reach Republican Gov. Mitch Daniels’ desk shortly before the Feb. 5 Super Bowl in Indianapolis.
“This announces especially in the Rust Belt, that we are open for business here,” Republican House Speaker Brian Bosma said of the right-to-work proposal that would ban unions from collecting mandatory representation fees from workers.
But Republicans have struggled with similar anti-union measures in other Rust-Belt states like Wisconsin and Ohio where they have faced a massive backlash. Ohio voters overturned Gov. John Kasich’s labor measures last November and union activists delivered roughly 1 million petitions last week in an effort to recall Wisconsin Gov. Scott Walker.
Indiana would mark the first win in 10 years for national right-to-work advocates who have pushed unsuccessfully for the measure in other states following a Republican sweep of statehouses in 2010.
Hundreds of union protesters packed the halls of the Statehouse again Wednesday, chanting “Kill the Bill!” and cheering Democrats who had stalled the measure since the start of the year.
“We did better than anybody ever expected,” House Minority Leader Patrick Bauer told The Associated Press before debate began on the issue, adding that outnumbered Democrats fought the best they could in the divisive labor battle.
Republicans foreshadowed their strong showing Monday when they shot down a series of Democratic amendments to the measure in strict party-line votes. Democrats boycotted again for an eighth day
Republicans handily outnumber Democrats in the House 60-40, but Democrats have just enough members to deny the Republicans the 67 votes needed to achieve a quorum and conduct any business. Bosma began fining boycotting Democrats $1,000 a day last week, but a Marion County judge has blocked the collection of those fines.
The measure now moves to the Indiana Senate which approved its own right-to-work measure earlier in the week. Gov. Mitch Daniels has campaign extensively for the bill and said he would sign it into law.

UPS driver returns to double boots
United Parcel Service delivery driver James Riley pulled his brown box truck in front of the “No Parking Any Time” sign late Thursday morning, hurried into downtown’s Raleigh Building and took an elevator up to deliver some packages.
As he stepped off the elevator back at street level, a woman sounded the alarm.
“Sir! Sir!” the woman cried. “They’re booting your vehicle!”

“They” were City of Raleigh Park Link employees who ticket – or in this instance, clamp the dreaded boot – on the vehicles illegally parked downtown.
Riley, who has been with UPS for 30 years, says he was in the building at 5 Hargett St. no more than a couple of minutes.
Dustin Winkler, a downtown employee, said soon after Riley went in the Raleigh Building, a City of Raleigh ParkLink car pulled behind the UPS truck. An employee got out of the car and attached two yellow boots to the vehicle.
“Why did they put two on?” asked the hapless Riley.
“Pedestrians (who had gathered) were talking about how ridiculous it was that this had to be done,” Winkler wrote in an email message to The News & Observer. “A co-worker and I were discussing how Park Link now seems to be almost as bad as the predatory towing was a few years back and how inefficient the system is. Every week at least one or two people stop me on the street to ask for assistance using the meters.”
Tina Overton, a spokeswoman with ParkLink, which handles downtown parking enforcement, would not say why the UPS truck was booted.
“I can’t talk about UPS, but generally, if you have three or more parking tickets that have not been paid for over 90 days you can get booted,” she said.
Riley said a ticket in October and the one he got Thursday are the only two he has ever received since delivering packages to downtown for the past 15 years.
His UPS truck was booted in October, too.
“They put one on and came back in 10 or 15 minutes to take it off,” he said.
The city took over downtown parking enforcement last June from Raleigh Park, a private company.
“The city believed they could provide a better service,” Overton said.
But more than a few downtown employees and residents think the city’s definition of providing a better service has resulted in aggressive, over-the-top enforcement. It’s common to see parking employees in the Oakwood neighborhood, blocks from downtown, writing parking citations.
“I wouldn’t use the word aggressive,” Overton said “But they were hired to do their job for the city.”

Love letter to the UPS man It’s been a while but it reminded me how very much I love UPS Men. For a moment, I even forgot about my current William Holden obsession. Well, not really, but it made an inroad. I know I am not alone in this. When I used to work for the Smithsonian, and Red Cross, and other companies, I worked with a lot of women. So the ladies and I used to wait in unmentioned anticipation every day for the UPS man to come in and light up our dull office routine for a few minutes. What IS it about UPS men? Why are they always in a good mood? Is it because every woman in reception quickly stops and swivels around when he comes in to check out those legs in the cute brown shorts? Is that why? Anyway, it was always a little thrill to sign for those packages and exchange a few inane pleasantries. Then watch him go. Of course, the minute he was gone, we all started talking about him. Sigh! The UPS Man. Like a little Hershey’s kiss in man form.
A UPS man in a truck let me cut in on Route 50 tonight and I saw a flash of bare leg.
No Refunds For UPS Customers
UPS Says Weather To Blame For Packages Not Delivered By Christmas UPS said there will be no refunds because the delays were caused by last week’s snow storm. “We cannot control the weather,” said UPS spokeswoman Natalie Godwin. As 7NEWS first told you last week, nearly 50,000 packages were not delivered by Christmas because UPS trucks were halted during last week’s snow storm that dropped a foot of snow in some areas of metro Denver. The debacle resulted in hundreds of people lining up outside the Commerce City UPS Customer Center on Christmas Eve. Most who showed up at the customer center were turned away without their packages. UPS said all the packages that weren’t delivered on-time would be delivered by Tuesday or Wednesday of this week. Frustrated customers vowed to get their money back, saying UPS had no excuse for the massive delays. UPS’s main competitors, FedEx and the U.S. Postal Service, did not experience the same delays and reported few problems with delivering packages during the storm.
COMMERCE CITY, Colo. — After initially telling customers it might refund their money, UPS said Tuesday there would be no refunds for those who purchased “guaranteed delivery” by Christmas.
